Akcyza: Excise Duty on Used Cars Imported into Poland

Akcyza is a one-time excise duty on passenger cars imported into Poland. The rate depends mainly on the engine size and drivetrain. Learn how to calculate it, declare and pay it, and when an exemption or refund may apply.

Quick facts

What is akcyza? Poland’s excise duty on passenger cars. It generally applies when a passenger car is imported or brought into Poland and has not previously been registered there.
How much is it? The standard rates are 3.1% for engines up to 2,000 cc and 18.6% for engines above 2,000 cc. Lower rates or exemptions apply to some hybrid, electric and hydrogen vehicles.
Is there a discount for older cars? No specific age-based discount applies. However, the car’s value affects the amount of excise duty, so a lower-value used car may result in a lower tax amount.
When do you file and pay? File the excise declaration within 14 days of the tax obligation arising and pay the tax within 30 days. The tax must be settled before the car is registered in Poland.
What does your customer need from you?

Proof that the excise duty has been paid or that the vehicle is exempt, where applicable. This is required for registration in Poland.

How is akcyza calculated?

Akcyza is Poland’s excise duty on passenger cars. It generally applies when a passenger car is brought into Poland and has not previously been registered there.

The amount depends on the car’s value, engine size and drivetrain. Age, mileage and CO₂ do not directly influence the tax rate.

Fuel type Up to 2,000 cc 2,001 to 3,500 cc Above 3,500 cc
Petrol, diesel or LPG 3.1% 18.6% 18.6%
Full hybrid or mild hybrid 1.55% 9.3% 18.6%
Plug-in hybrid 0% until 31 December 2029 9.3% 18.6%
Battery-electric or hydrogen 0% 0% 0%

For example, a €20,000 car with a 1,995 cc engine has a 3.1% rate, resulting in €620 of excise duty. A €20,000 car with a 2,143 cc engine has an 18.6% rate, resulting in €3,720.

Hybrid rates also depend on engine size and hybrid type. For example, a €25,000 mild hybrid with a 1,969 cc engine has a 1.55% rate, resulting in about €388. A €25,000 full hybrid with a 2,487 cc engine has a 9.3% rate, resulting in €2,325. Battery-electric cars are exempt.

Where can you find the engine size and drivetrain? Check the information on the car page and in the car documents. Use the exact engine size: up to 2,000 cc and above 2,000 cc fall under different tax rates.

Akcyza calculator

Estimate the excise duty (akcyza) you pay when you buy a car in another EU country and bring it into Poland.

Car details

Check the fuel type in the documents of the car. Select Mild hybrid only if the electric motor also drives the car. A system that only handles start-stop or energy recovery does not count as a hybrid.
Field P.1 on the registration certificate. Enter the exact figure, because the rate is higher above 2,000 cc. Not needed for electric and hydrogen cars.
Enter the price of the car, as shown on the invoice.

The calculator shows only an estimate of the akcyza on a passenger car bought in another EU country, not the full import cost. After the car enters Poland, you have 14 days to file the akcyza declaration and 30 days to pay. You file the declaration on the Polish tax and customs portal (PUESC). Both steps must happen before the car is registered. The calculator works in euros. The declaration is made in Polish zloty, at the National Bank of Poland rate for the day the tax becomes due. The tax office compares the price with the average market price. It can set a different value, so the final amount may differ. Electric and hydrogen cars do not pay akcyza. Plug-in hybrids with an engine up to 2,000 cc are exempt until 31 December 2029. These cars still need an exemption certificate from the same portal before registration. eCarsTrade does not give legal or tax advice.

What car value is used to calculate akcyza?

For a car bought in another EU country, akcyza is generally calculated based on the amount you paid for the car. The tax is declared and paid in Polish zloty.

If the declared amount is significantly lower than the car’s average market value, the tax office may ask you to explain the difference or adjust the value.

Keep documents that show the price you paid, such as your eCarsTrade invoice. If the car is damaged, documents showing its condition can also help explain a lower value.

Which cars have lower akcyza rates or exemptions?

Battery-electric and hydrogen cars are exempt from akcyza.

Plug-in hybrids with an engine up to 2,000 cc are exempt until 31 December 2029.

Full hybrids and mild hybrids have reduced rates: 1.55% for engines up to 2,000 cc and 9.3% for engines from 2,001 to 3,500 cc. Above 3,500 cc, the standard 18.6% rate applies.

Does a mild hybrid qualify for the reduced rate? Yes, if the electric motor helps power the car. A start-stop system alone does not qualify.

How do you declare and pay akcyza?

There are two main deadlines, and the excise duty must be settled before the car is registered. You can declare and pay akcyza through PUESC, Poland’s tax and customs portal.

  1. Check when the tax obligation starts. For a car bought in another EU country, this is generally linked to when you acquire the car and bring it into Poland.
  2. File the declaration on PUESC within 14 days. File the simplified excise declaration for passenger cars (AKC-US) electronically through PUESC.
  3. Pay the excise duty within 30 days. Pay the amount in Polish zloty to the relevant excise duty bank account.
  4. Download the payment confirmation from PUESC. Once the payment is recorded, you can download the confirmation needed for registration.
  5. Provide the confirmation to your customer. If you sell the car before registration, give the customer the confirmation together with the vehicle documents. The payment status can also be checked on PUESC using the VIN.
Reselling to another EU country within 30 days?
If the car is delivered to another EU country or exported within 30 days of its intra-EU acquisition, no akcyza is due. Keep the invoice, transport documents and, where applicable, customs documents as proof.

Which documents are needed for registration?

To register an imported car in Poland, you need proof that the akcyza has been paid or that the vehicle is exempt or not subject to the tax. The required document depends on the vehicle.

Type of car Which document? What does it cost, and how long does it take?
Car for which akcyza was paid Payment confirmation Free. Available on PUESC once the payment is recorded.
Battery-electric, hydrogen, or plug-in hybrid up to 2,000 cc Exemption certificate PLN 17 stamp duty. Usually issued within 7 days.
Van (N1), or a car previously registered in Polan Confirmation that no akcyza is due Free. Usually issued within 7 days.

Vans do not pay akcyza, but you still need confirmation that no akcyza is due. Apply for it as soon as possible so it does not delay the registration process.

Since 2024, a used car brought into Poland from another EU country generally has to be registered within 30 days. Businesses that trade in vehicles have 90 days. The deadline does not apply to new cars held as stock. Registering late can result in a fine.

What about VAT? Akcyza and VAT are separate taxes. For a VAT-deductible car bought at 0% VAT, VAT is settled through your VAT return. For a margin car, VAT is handled under the margin scheme. Customs duties generally apply only when importing a vehicle from outside the EU.

Do you get akcyza back if the car leaves Poland?

You can get a refund if you paid akcyza and the car leaves Poland without being registered in Poland. What happens depends on when the car leaves.

What happened? What happens with akcyza?
The car leaves Poland within 30 days of the intra-EU acquisition No akcyza is due, if all the conditions are met and you have proof that the car left Poland.
You paid akcyza, did not register the car in Poland and later delivered it abroad You can apply for a refund of the akcyza paid.
You registered the car in Poland and then sold it abroad No refund.

To claim a refund, go to the relevant tax office and provide documents showing that the akcyza was paid and the car was delivered to another EU country or exported outside the EU. These may include the payment confirmation, invoice, transport documents and, for exports outside the EU, customs documents.

The refund application must be submitted within one year of the car being delivered to another EU country or exported.

What does akcyza not cover?

  • It is not a yearly tax. Akcyza is paid once. Poland does not have an annual road tax for passenger cars.
  • It is not customs duty. Cars brought into Poland from another EU country do not pay customs duty. Customs duty may apply when importing a car from outside the EU.
  • The rate does not decrease with age or CO₂. The car’s age and CO₂ emissions do not change the akcyza rate. However, the car’s value affects the amount you pay.
  • You cannot get a refund after the car is registered in Poland. The refund applies only if the car leaves Poland without being registered there.
  • You need to declare the car’s actual value. If the declared amount is significantly below the average market value, the tax office may ask you to explain or adjust it.
  • Reduced hybrid rates only apply up to 3,500 cc. Hybrids with engines above 3,500 cc pay the standard 18.6% rate.
